How much better IS the stabilization on the E-M1 or O-M1 anyway? 6 secs+ handheld?

Before you say anything, I know what I'm asking for is stupid. Okay now anyway...

I went to my front yard to take a picture in my normal testing spot, and I wondered if I could take a photo at base ISO handheld in what is very much the middle of the night, and have it be exposed correctly. Well...I can, but it's not quite tack sharp. That's 6 seconds, ISO 200, f/1.2.

I can do 4 seconds all day long anywhere on the wide end of normal, including 25mm, but I can just never get 6 seconds, anywhere from 9-25mm.

One of the reasons I picked up the E-M10.4 instead of the 5.3 is that it ticked my boxes in features, including what I considered to be "good enough" stabilization. However, I have been blown away by the stabilization. Unless I'm mistaken, 17mm at 4 seconds is 7 stops. I'm wondering how much better, if at all, are the good cameras, if this one is overperforming by 2.5 stops?

Are they just making stuff up?
